Credentialed out-of-state teacher recruitment

(a) For purposes of Section 44275.3, a fee shall be levied and collected by the commission for the issuance of the five-year preliminary credential for out-of-state teachers. Commencing January 1, 1999, the fee for the issuance of the five-year preliminary credential for out-of-state teachers shall be up to two hundred dollars ($200), as determined by the commission within its discretion, in addition to any other fees required by statute, as appropriate.

(b) The proceeds of the fee levied and collected pursuant to subdivision (a) shall be used to offset the costs of the out-of-state teacher credential program established by, and to develop a tracking system to ensure compliance with, Section 44275.3.

(c) Annually, as part of the budget review process, the commission shall recommend to the Legislature a level for the fee to be levied and collected pursuant to subdivision (a) so that the fee may generate sufficient revenues to meet the goals set forth in subdivision (b). As part of the budget review process connected with the legislative deliberations on the Budget Act of 1999, the commission shall report to the Legislature on the level of revenue that has been generated by the fee during the 1998-99 fiscal year.
