Board Evaluation Of Instructional Program Performance

The County Board will work with the County Superintendent to develop a framework for annually evaluating the instructional program performance of LACOE-operated programs, based on student outcomes. Evaluation reports will be submitted annually to the Board of Supervisors.

The framework shall address the instructional program for LACOE's educational programs and programs where the County Board is the governing board of a program maintained by the County Superintendent and/or the County Board is the grantee. The framework shall take into consideration the availability of required data when establishing the timeline for annual evaluation.

Prior to the evaluation of the programs, the County Superintendent will be responsible for preparing and distributing to the County Board for its review a report of progress toward LACOE instructional program goals, and a review of action taken to address any County Board recommendations on the instructional program from the previous evaluation.

The County Board may adopt and enforce a course of study and evaluate its instructional program in accordance with Education Code. (Education Code 48645.3)

The County Board shall evaluate its educational program, and recommend such revisions as it deems necessary. Any revised educational program shall conform to Education Code. (Education Code 51041)

After each annual evaluation of the instructional program performance has been completed, the County Board will meet to give the County Board and County Superintendent an opportunity to jointly identify performance goals for the instructional program for the next year. In July of each year, the County Board shall establish the timeline for annual evaluation of the instructional program. The evaluation will occur no later than January.
