This article shall become inoperative on September 1, 2009, or on the date that the act adding this section becomes effective, whichever date is later, and, as of January 1, 2010, is repealed, unless a later enacted statute, that becomes operative on or before January 1, 2010, deletes or extends the dates on which it becomes inoperative and is repealed.
