Facilities Master Plan

Educational Specification

The Superintendent or designee shall prepare educational specifications for school design to support the educational programs as determined by district goals, objectives, policies and community input. These specifications shall define: (5 CCR 14030)

1. The enrollment of the school and its grade level configuration

2. The emphasis in curriculum content or teaching methodology that influences the school design

3. The type, number, size, function, special characteristics of each space, and spatial relationships of the instructional area that are consistent with the educational program

4. Community functions that may affect the school design

The educational specification will include at least the following:

1. Comprehensive characteristics of the students to be housed.

2. The general and special educational activities and programs to be carried on (e.g., vocational, heavy emphasis on certain subjects, or rehabilitation).

3. The kinds and amounts of furniture and equipment needed.

4. The relationship among areas of plant and site (e.g., band room, library; playing fields and locker rooms; front office and general school control).

5. Special site considerations of aesthetics, traffic patterns, cooperative community use, and the like.

6. Any other kinds of unique information that will give guidance to an architect in arriving at a solution (e.g., special electrical or plumbing needs).

7. Study of a saturation survey (the actual or projected student population for a given area) made by the school district.

Site Standards

Facilities plans shall conform with state standards as specified in 5 CCR 14030 and all school sites shall be acceptable to the State Department of Education. These standards are briefly and partially summarized below:

1. Sites shall be arranged so that parent drop off, bus loading areas and staff parking are separated to allow students to enter and exit the school grounds safely.

2. Playgrounds and field areas shall be adequate to accommodate physical education requirements for the planned student enrollments.

3. Delivery and service areas shall be located so as to provide vehicle access without jeopardizing the safety of students and staff.

4. Site layouts shall have capability for expansion without substantial alterations to existing structures or playgrounds.

5. Sites shall not be located on major thoroughfares.

6. Sites shall not be adjacent to major commercial centers.

7. Elementary sites shall be located so as to not require students to cross major arterial streets and middle schools shall be located so that students may cross major arterial streets at signalized locations or by means of an overpass.

8. Side walks or safe passages shall be available on all routes to and from school sites and shall exist around the perimeter of all school sites.

9. All soils, geology and other considerations shall be addressed to the satisfaction of the school district preferably prior to submittal of a proposed plan of development by a developer.

10. The placement of buildings shall be compatible with their functions and with the functions of other buildings.

11. Unless otherwise justified, classrooms at new school sites shall be not less than 960 square feet or shall provide not less than 30 square feet per student, with conduit/cabling and outlets related to planned and potential educational functions.

12. Specialized classrooms shall be designed to reflect the function planned for that portion of the educational program, such as small-group instruction, kindergarten, and special education.

13. Laboratories shall be designed for the planned curriculum, allowing for storage, ventilation, teacher preparation areas, proper outlets and power sources, safety equipment, proper hazardous materials management and room to move around fixed learning stations.

14. Gymnasiums and shower/locker areas shall be designed to accommodate multiple use activities in accordance with the planned enrollment, with the gymnasium secured from other parts of the campus for evening, weekend and public use purposes.

15. Auxiliary areas such as multipurpose cafeterias, administrative offices and library/media centers shall be adequately sized, allow adaptation for changing technology and communication systems, and provide security for technology and media equipment.

16. Lighting shall be designed to provide comfortable and adequate levels of illumination in each educational space.

17. Hearing conditions shall complement the educational functions by good sound control.

18. Restrooms shall be sufficient to accommodate the maximum planned enrollment and located on campus to allow for supervision.

Plans shall also comply with the Americans with Disabilities Act and its implementing regulations which require that facilities be designed and constructed so that they are readily accessible to and usable by individuals with disabilities. (42 USC 12131)

Plans shall also comply with state requirements for appropriate space to accommodate before- and after-school child care programs. (5 CCR 14030)

School Size

Future school facilities shall be planned for and 100 percent of the cost thereof assured to the satisfaction of the school district so as to accommodate 600 - 720 students at the elementary level (K-6), 800 - 1000 at junior high school level (7-8) and 1800 - 2000 students for high school level (9-12). The district will utilize the state average for student generation factors as it relates to new facilities in new developments. Square footage in regard to any cost estimates and planning considerations shall reflect present state standards or subsequently amended state standards. Other criteria are as follows:

1. School facilities shall be planned to permit flexible assignment of students.

2. Classroom facilities shall be single level buildings for all K-8 facilities.

3. Elementary school are to be constructed so as to be complete and operable at the beginning of any school year during which capacity for 200 students will be required to house students in the neighborhood of the proposed school. A proportionate similar requirement will be applicable to other than elementary schools.

4. Interim housing of students shall be provided for pending completion of the permanent facilities.

5. Any unusual busing requirements shall also be provided by the developer if required by reason of the nature of development and the location of the school sites.

6. The magnitude of the school facilities and all funding or financing shall be sufficient to provide for scheduling according to the traditional school year program.

7. The design and architectural treatment of the facilities shall be determined by the school district in its discretion in consultation with any major developer having property within the area of the school site locations.

Incidental needs of school districts shall also be provided for:

1. Landscaping, playing fields including equipment

2. Sports center including swimming pool

3. Stadium

4. Parking

5. Equipment - computers, furnishings as per district standards

6. Library and books

7. Outdoor and amphitheater

8. Covered eating areas

9. Community centers and public meeting rooms

10. Maintenance and operations yard, central kitchen and allocation for central administration district office space
