Bus Stop Signaling
Transportation Safety Plan
The Director of Transportation or his/her designee shall prepare a transportation safety plan containing procedures to ensure the safe transportation of students. The plan shall address the following matters:
1. Whether any student requires an escort to or from the school bus.
2. The procedure to be followed by students as they board and exit a schoolbus at a schoolbus stop.
3. The procedure to be followed by students as they board or exit a school bus at a school or other trip destination.
A copy of the plan shall be retained at each school site subject to the plan and made available to an officer of the California Highway Patrol upon request.
Bus Stop Procedure
On approach to a schoolbus stop where students are loading or unloading from a schoolbus, the driver of the schoolbus shall activate an approved flashing amber light warning system, if the bus is so equipped, beginning 200 feet before the bus stop.
The driver of a schoolbus shall operate the flashing red signal lights and stop signal arm at all times when the schoolbus is stopped for the purpose of loading or unloading students.
The flashing red signal lights, amber warning lights, and stop signal arm system shall not, however, be operated at any place where traffic is controlled by a traffic officer.
The driver of a schoolbus shall stop to load or unload students only at a schoolbus stop designated for the purpose of loading or unloading students by the Superintendent or authorized by the Superintendent for school activity trips.
When a schoolbus is stopped on a highway or private road for the purpose of loading or unloading students, at a location where traffic is not controlled by a traffic officer or official traffic control signal, the driver shall do all of the following:
1. Check for approaching traffic in all directions and activate the flashing red light signal system and stop signal arm, if the vehicle is equipped with a signal arm.
2. Ensure that the flashing red signal lights and stop signal arm are activated and that it is safe to exit the schoolbus, before opening the door.
3. Escort all students in prekindergarten kindergarten, or any of grades 1 to 8, inclusive, who need to cross the highway or private road. The driver shall use an approved hand-held "STOP" sign while escorting all students.
4. Require all students to walk in front of the bus as they cross the highway or private road.
5. Ensure that all students who need to cross the highway or private road have crossed safely, and that all other unloaded students and pedestrians are a safe distance from the bus and it is safe to move before setting the bus in motion.
A current student roster shall be maintained on each schoolbus. The roster shall identify each student by name and grade level. The roster shall also state whether each student needs to cross the road and whether the student is to be escorted.
No schoolbus stop shall be exempt from the flashing red light and stop signal arm requirements, except those approved by the Governing Board pursuant to this provision:
1. The District transportation director or his/her designee shall conduct a visual inspection of the stop at the times during which the school bus is expected to arrive at the stop. The transportation director or his/her designee shall then prepare a written record of the observation noting traffic patterns and detailing any conditions which, in the observers opinion, create a unique traffic hazard if the flashing red light warning system were used.
2. The report shall be transmitted to a designated official of the California Highway Patrol (CHP) for review and comment. The Director of transportation shall request that the CHP official also conduct a visual observation of the stop at the times during which the school bus is expected to arrive at the stop. The Director shall further request that the CHP official prepare a written report of the observation and detail the officials concurrence or disagreement with the Director's report. If the CHP report does not agree that the stop presents a unique hazard, no exemption shall be made.
3. If the CHP report concurs that operation of the flashing red light warning system would create a unique hazard at the stop, the Superintendent shall schedule a public hearing on the proposed exemption before the Board.
4. After the public hearing, the Board shall vote on the proposed exemption. The proposed exemption shall be effective if approved by a quorum of the Board.
