Extra-Curricular And Co-Curricular Activities

CUSD wishes to establish parameters in extra-curricular and co-curricular activities, including academic and behavioral standards for student participants in school programs.

A. General Program Parameters

The Chawanakee Unified School District Board of Trustees recognizes that extra-curricular and co-curricular activities enrich the educational and social development and experiences of students. The District shall encourage and support student participation in extra-curricular and co-curricular activities without compromising the integrity and purpose of the educational program.

The Board of Trustees further believes that students should have the opportunity to participate in programs that will allow each student to reach his or her full potential. The student should learn to develop the ability to assess and interpret what it takes to be successful, to develop proficiency in the skill associated with each activity or sport, and to develop the personal qualities of discipline, responsibility, sportsmanship, and a lifetime commitment to excellence.

It is important that every student, coach and advisor be an exemplary role model for the school, community and each other, and that each student, coach and advisor reflects the strong value the Board of Trustees places upon character. The coach, advisor and student must recognize that the purpose of activities is to promote the physical, mental, moral, and emotional well-being of the individual student. For all extra-curricular and co-curricular activities at grades 7-12, including sports, the coach/advisor, student and parent shall sign and follow the District's Extra-Curricular and Co-Curricular Code of Conduct, Exhibit 6145.

Students shall not be charged any fees in order to participate in extra-curricular and co- curricular activities. It is the Board of Trustees policy to offer opportunities for participation in extra-curricular and co-curricular activities to students on as equal a basis as is practicable and in accordance with applicable federal and state laws. No student shall be excluded from participation in, be denied the benefits of, be denied equivalent opportunity in, or otherwise be discriminated against in interscholastic, intramural, or club athletics on the basis of actual or perceived sex, sexual orientation, gender, gender identity, gender expression, ethnic group identification, race, ancestry, national origin, religion, color, mental or physical disability, or any other basis specified in law. (Education Code 220, 221.5, 230; 5 CCR 4920; 34 CFR 106.41)

The Superintendent shall establish Administrative Regulations that set forth Codes of Conduct for coaches and advisors, students, parents, spectators and officials.

Any complaint regarding the District's athletic program shall be filed in accordance with BP/AR 1312.3 - Uniform Complaint Procedures.

B. Definitions

"Extra-curricular activities" shall include those activities that are not part of the regular school curriculum, are not graded, and do not take place during classroom time. Such activities shall ordinarily be supervised or financed by the District. Students participating in extra-curricular activities represent the District. Students may exercise some degree of freedom in their selection, planning, or control of the program; and extra-curricular activities typically include the preparation for the performance and performance before an audience or spectators. Extra-curricular activities include District athletic programs and interscholastic athletics. (Education Code 35160.5)

"Co-curricular activities" shall include those programs that are associated with the curriculum in a regular classroom. However, such activities do not include any teacher or required program that satisfies the entrance requirements to California State University or University of California. Also, programs that have, as their primary goal, the improvement of academic or educational achievement are not considered "co-curricular activities." (Education Code 35160.5)

C. Middle and High School Interscholastic Athletics

It is the intention of the Board of Trustees to provide an opportunity for all students to participate in interscholastic athletics. It is also the Board's intention to encourage students to participate in athletics at the school in their attendance area.

The Board of Trustees recognizes the California Interscholastic Federation (CIF) as the regulatory body for interscholastic athletics for grades nine through twelve. Interscholastic athletics for grades nine through twelve shall be conducted in accordance with this Board Policy, the accompanying Administrative Regulation, and shall comply with CIF rules except when this Board Policy and accompanying Administrative Regulation establishes a higher standard than the CIF rules.

The Superintendent shall establish Administrative Regulations that set forth residential and transfer eligibility requirements for interscholastic athletics for seventh through twelve grades as well as certain academic and behavioral qualifications and requirements for participating in interscholastic athletics for all District students.

The Board of Trustees shall annually review this policy and implementing regulations as required by Education Code 35160.5.
