Staff Teaching Students Of Limited English Proficiency

Definitions

Instruction for English language development (ELD) means instruction designed specifically for limited-English-proficient students to develop their listening, speaking, reading, and writing skills in English (Education Code 44253.2)

Specially designed academic instruction in English (SDAIE) means instruction in a subject area, delivered in English, which is specially designed to meet the needs of limited-English-proficient students. (Education Code 44253.2)

Content instruction delivered in the primary language means instruction in a subject area delivered in the primary language of the student. (Education Code 44253.2)

Assignment to Course/Classes

In order to serve the best interests of students and the educational program, the Board of Education authorizes the Superintendent or designee to assign certificated personnel, in accordance with the collective bargaining agreement and Board policy, to positions for which their preparation, certification, professional experience, and aptitude qualify them.

The Superintendent or designee shall assign teachers to courses based on the grade level and subject matter authorized by their credentials.

In addition to possessing a multiple or single subject teaching credential, or an equivalent certification permitted under Education Code, a teacher must have completed requirements for authorization from the Commission on Teacher Credentialing (CTC) to provide English language development (ELD), specially designed academic instruction in English (SDAIE), or instruction in the student's primary language (bilingual).

Teacher Qualifications

The Superintendent or designee shall ensure that a teacher providing instruction for ELD, SDAIE, and/or content instruction in any student's primary language possess the appropriate authorization issued by the CTC.

The Board of the Burbank Unified School District shall make reasonable efforts to provide limited-English-proficient students in need of English language development instruction with teachers who hold appropriate credentials, LDS certificates, or CLAD certificates that authorize English language development instruction. However, a teacher awarded a Certificate of Completion of Staff Development for SDAIE pursuant to Education Code 44253.11 shall be considered certified and competent to provide ELD instruction. A teacher may be provisionally assigned to provide instruction for ELD or SDAIE during the period that he/she is pursuing training to complete a Certificate of Completion of Staff Development pursuant to Education Code 44253.10 or 44253.11.
